The radio show will feature interviews and music from artists such as Ice Cube, Outkast, Public Enemy, Run-DMC and Snoop Dogg.
The center will help create 50 new jobs and save 175 jobs, according to grantee estimates.
The film will be based on the biography Tiger Woods written by journalist Jeff Benedict and Armen Keteyain.
